Minister Ryan brings in new law to regulate Play TV

Communications Minister Eamon Ryan today presented to the Oireachtas a new law to halt malpractice by broadcasters in premium rate competitions.

At the report stage of the Communications Regulation (Premium Rate Services and Electronic Communications Infrastructure) Bill 2009, Minister Ryan outlined new provisions under the Bill to tackle broadcasters who scam the public through premium rate services they provide i.e. competitions such as Play TV.

Under the new law, TV3 for Play TV and RTÉ for competitions such as on the Late Late Show will come under the regulatory regime of ComReg. They will be obliged to have a licence to operate and must abide by the conditions of that licence.
Failure to comply will result in possible suspension or revocation of the licence and broadcasters can be fined up to €250,000.

Overcharging will be a separate offence and refunds will be allowed for under the legislation.

Speaking to the Seanad Minister Ryan said, “This Bill is tackling rogue operators who operate premium rate phone lines or text message services. I am pleased that the legislation will now apply to services that are broadcast on television as well.

This is a timely piece of legislation, which will protect consumers. Broadcasters must now be very careful in their operation of these services. The Government will not stand for its citizens being duped, defrauded or overcharged by corporate entities.”

The Bill, which is going through its final stages, is due to be signed into law in early February.

MCGRATH CUP SENIOR FOOTBALL

The Tipperary Senior Footballers were in hard luck to lose by a single point to Kerry in the McGrath Cup Senior Football semi-final played in Killarney last Sunday.  Tipperary were behind 0-7 to 0-3 at half time and Kerry supporters were happy but not for long as Tipperary started the second half in great style with two points and got right back into the game. With 3 minutes of normal time left, Tipp lead by 1-9 to 0-11 but a free in front of the Tipp goal saw Kerry equalise. Kerry as only Kerry can do got the winner in the last minute. While the Tipperary supporters present were disappointed to lose, they were very happy with the display of this team. Short 5 regulars due to college commitments and playing against Kerry who had 10 of the 2009 All-Ireland winning side, this sterling performance is hopefully the beginning of another bright new chapter in Tipperary football. We now have a very good young team, a team that is progressing in the right direction and a team that deserves support as it embarks on its Division 2 National Football League campaign in February. The first 2 games will be played on Saturday nights under lights, the first against Laois in O’Moore Park, Portlaoise on February 6th at 7.30pm and the second against Kildare in Semple Stadium on February 13th also at 7.30pm.

WATERFORD CRYSTAL CUP SENIOR HURLING

Tipperary Senior panellist, Michael Cahill of Thurles Sarsfields and Shane Bourke of JK Brackens both featured well on the scoresheet in UCC’s 19 points to 2-9 win over Limerick in the Waterford Crystal Cup Senior Hurling quarter-final played at Kilmallock on Sunday last. Both scored 3 each from play. Cahill lined out at midfield while Bourke was right corner forward. UCC will now play University of Limerick in the semi-final next Saturday at 12 noon with the venue to be confirmed.  UL defeated LIT by 3-22 to 2-18 after extra time in last Sunday’s quarter final played at the LIT grounds in Moylish. Tipperary players with UL were goalkeeper, Thomas Lowry (Holycross-Ballycahill); corner back Paddy Stapleton (Borris-Ileigh); centre back, John Devane (Clonoulty Rossmore); wing forward and captain Ryan O’Dwyer (Cashel King Cormacs); corner forward Willie Ryan (Toomevara); and full forward Paddy Murphy (Nenagh Éire Óg). Subs included Michael Gleeson (Thurles Sarsfields); Brian Fox (Éire Óg, Annacarty), Michael Heffernan (Nenagh Éire Óg) and Kevin Fox (Éire Óg, Annacarty). LIT also had a strong Tipperary contingent on their team including Matthew Ryan (Templederry Kenyons), John O’Keefe (Clonoulty Rossmore); Ronan Sherlock (Silvermines); Seamus Callanan (Drom and Inch) and Timmy Dalton (Arravale Rovers). There was a further Tipperary connection as Noel Cosgrave (Marlfield) refereed the game. As well as next weekend’s Waterford Crystal game, UL and UCC will be looking to the start of their Fitzgibbon Cup campaigns on February 4th. They met in last year’s final with UCC emerging as victors.

FOOTBALL AND HURLING COACHING SEMINARS

There will be coaching seminars for club coaches run in the Dome at Semple Stadium on Saturday January 29th and Saturday February 6th. They will run from 10am to 1pm. The cost per club for each seminar is €50 irrespective of the number of coaches attending. The seminars will be a combination of theory and practical sessions. The seminar on Saturday January 29th will concentrate on football and the main speaker will be John Evans, Tipperary Senior Football Manager.  The following Saturday’s seminar will concentrate on hurling. The main speaker will be Dr. Cian O’Neill, from the Department of Physical Education and Sports Science in UL and physical trainer of the Tipperary Senior Hurling team. His theme will be “Theory and Application of Physical Performance Attributes in the Game of Hurling – developing fit and functional athletes”. Queries re the seminars should me made to Dinny Maher on 086 3551830.

TIPPERARY SUPPORTERS CLUB MEMBERSHIP LAUNCH 2010

Tipperary supporters are invited to the Launch of the Tipperary Supporters Club 2010 Membership which will be performed by Liam Sheedy and members of the Senior Hurling Panel in the Horse and Jockey Hotel on this Friday January 29th at 8pm.  Membership will cost €30 again for 2010, the 5th year in succession without an increase. Full details on membership benefits and how to join can be viewed on www.tippsupportersclub.com.  To find out more about the Launch and membership, the Supporters Club can be contacted by email on info@tippsupportersclub.com or by ringing John Coman, PRO and Membership Officer on 087 9087105. All funds raised by the Tipperary Supporters Club are spent directly on the Tipperary Senior Hurling team and underage teams.

GAMES DIARY FOR 2010

The County Competitions Control Committee has agreed the following plans in relation to competitions for the coming year:

1)      The U/21 football championship will commence in the Divisions around the middle of February.

2)      The Adult Football League will start on the weekend of the 28th of February.  The Minor Football League will commence in late February.

3)      The Senior and Intermediate Hurling Leagues will commence around the end of March/beginning of April.

Application forms for the leagues will be sent out to clubs within the next week and we would ask clubs to return them shortly after that.

The County CCC is committed to organising competitive leagues that provide plenty of games that can take place unhindered by Inter-County activity. The aim of the CCC is that all clubs in the county will participate in the leagues. If that target is achieved, the leagues will provide plenty of competitive and meaningful games in hurling and football. The starting dates are later than last year and this will give clubs more opportunity to prepare and get organised. A key objective is to enable all players to play our games as frequently as possible and the leagues are an ideal vehicle to do that.

A diary of championship dates for the year is now being compiled.  There will be no change in the senior hurling and football club championship formats this year.

REFEREES FOUNDATION COURSE

The County Referees Committee is organising a foundation course for new referees which will be run over 4 nights in February – the 2nd, 4th, 9th and 11th in Lár na Páirce, Thurles at 7.30pm sharp each evening.  Given the number of games being played every year, new referees are essential and the Referees Committee is seeking people enthusiastic for a long term career in refereeing. At least 12 attendees are necessary to run the course. The tutors will be Munster referee tutors Pat Moore (Waterford) and John Motherway (Cork). Despite an often contrary public view, it can be a very enjoyable and rewarding experience. People interested should notify the County Referees Co-Ordinator, John Lonergan on 086 2417763 or contact the Tipperary GAA Office on 0504 22702.

GAA CLUB WEB SITES

In 2006, Croke Park introduced a new club web site structure which allows clubs to create and update a web site with no web design knowledge. There are no costs involved and the necessary training documentation will be provided. To get started, a member of your GAA club should contact Tipperary GAA IT Officer, Ed Donnelly (ed.donnelly@gaa.ie) with the following two pieces of information – Club colours and Club Crest / logo (if applicable). The format of the site is the same as the Official Tipperary GAA web site at www.tipperary.gaa.ie. A significant number of Tipperary clubs have availed of this new template to date so if your GAA club if among the 20% of those in the Premier County that does not yet have a club web site, why not avail of this opportunity now before the playing season commences again in a few weeks time?

A diary of one person’s love of snow

December 8: 6:00 PM. It started to snow. The first snow of the season: we took out cocktails and sat for hours by the window, watching the huge soft flakes drift down. It looked like a Grandma Moses Print: so romantic, we felt like newlyweds again. I love snow!

December 9: Woke to a blanket of crystal white snow covering the landscape. What a fantastic sight! Moving here was the best idea I’ve ever had. Shoveled for the 1st time in years & felt like a boy again. Did the both driveway and sidewalks. Later, the snowplow came along & I got to shovel again. What a perfect life.

December 12: Sun melted all the lovely snow but good neighbour said we’d have a white Christmas. Then commented that by the end on Winter, I’d never want to see snow again.

December 14: Snow, Lovely snow! 8″ last night and cold, too. Wind took my breath away but warmed up shoveling. This is the life! Later the snowplow came back, again, but I’m getting in better shape. Just wish I didn’t huff & puff so much.

December 15: 20 inches forecast. Sold the van and bought a 4×4; snow tires for the wife’s car & 2 extra. Shoveled, then stocked the freezer. Wife wants a wood stove in case power goes off. I think that’s silly – we aren’t in Alaska…

December 16: Ice storm this morning. Landed on my butt trying to salt the driveway. Hurt real bad. Wife laughed for an hour. (I think that was very cruel.)

December 17: Too cold and icy to go anywhere. Power was off for 5 hours. Piled on blankets to stay warm with nothing to do but stare at the wife & try not to upset her. Can’t believe I’m freezing to death in my own living room. (Won’t admit that I should have bought wood stove: hate it when she’s right.)

December 20: Power’s back on and had another 14″ of the stuff. Shoveled all day. Snowplow came by twice. Kids too busy playing hockey to help. Hardware store sold out. Next shipment of snow blowers due in March. Neighbor says I have to shovel or city will have it done and bill me. (Think he’s lying…)

December 22: White Christmas!!! 13″ more of the white stuff & its so cold, it won’t melt ’til August. Tried to shovel – just too tired. Tried to get help from neighbor who has snow plow on his truck but he said he was too busy. (Sure he’s lying.)

December 23: Only 2″ of snow today and had warmed up to 0. Wife wanted me to decorate the front of the house. What is she nuts!!! Why didn’t she tell me to do that a month ago? Says she did. (Think she’s lying.)

December 24: 6″. Snow packed so hard by snowplow, I broke the shovel. I’m gonna get that snow plow driver. (I know he waits around the corner to see if I’m finished, then roars by at a 100, sending snow flying all over.) Wife wanted me to sing carols with her & open our presents, but I was busy watching for the darn snow plow.

December 25: Merry Christmas. Another 20″ of the slop. Snowed in again & the idea of shoveling makes my blood boil. I hate snow! Then the snowplow driver came by asking for a donation. I wanted to hit him over the head with my shovel. Wife says I have a bad attitude. I think she’s an idiot and if I have to watch “It’s a Wonderful Life” one more time, I’ll throw her in the snowbank.

December 26: Still snowed in.

December 27: Temperature dropped another 30 degrees and the pipes froze.

December 28: Warmed up to -25. Still snowed in and the wife is making me crazy!!!!!!

December 29: Another 10″ & neighbor says I have to shovel the roof before it caves in. That’s the silliest thing I ever heard. How dumb does he think I am?

December 30: Roof caved in. Another 9″ in forecast.

December 31: Set fire to what’s left of the house: no more shoveling.

January 8: I feel sooooo good. I just love those little white pills they keep giving me. Why am I tied to the bed?

HAPPY NEW YEAR

A slightly belated Happy New Year to all Tipperary GAA patrons and all who read this column. We hope 2010 brings you all that you wish for and on the playing fields we hope it will be a successful year for Tipperary.

REFLECTIONS ON 2009

As we look forward to 2010, 2009 will have different memories for everybody. Here are just a few of my personal experiences and recollections from the year. I met Padraig McGahan for the first time last year – he travels from his home in County Armagh to all hurling championship games in Munster and Leinster and was in Thurles for the November 1st 125 celebrations – a true fan of our games if ever there was one. I had a call from a lady the day before the Munster final inquiring what the weather would be like for the match – I did not realise that PROs were expected to be meteorologists as well! The All Ireland hurling final weekend was unforgettable. To put up such a great performance and lose was unbelievable but what sticks in my mind though will be the memory of the thousands of people who came out in the rain on the Monday evening in Thurles to welcome home the team. We are fortunate to have so many decent and genuine people supporting our teams. The Torch Run on the weekend of the Munster final will always be a treasured memory. From the pick up point in Annacotty all the way through to Thurles, it was a great celebratory journey for young and old of all that is best in the GAA. It was a privilege to be part of it. Witnessing my own club, Templederry Kenyons win the County Junior B Hurling championship was a great thrill – county titles are always precious irrespective of the grade. Getting to introduce the teams of the past from Borris-Ileigh and Kilruane MacDonaghs at the county senior hurling and football finals respectively was a great honour. Our memories of the past fuel our ambitions for the future so here’s to a great 2010.

MCGRATH CUP SENIOR FOOTBALL

Driving in Arctic Conditions

by Gerry Buckley of Drive2Arrive.com

Ice Road Truckers, you have seen the series on TV, now you are living the reality. Our winters have been mostly wet and windy with very little frost and snow, only on the odd morning might we find freezing road conditions but alas we have made up for this in the last three weeks with chronic arctic conditions which most Irish drivers have never experienced in their driving life. What do we do, there is no driving school that can take you through the experience of driving in heavy blizzard like conditions or what to do when you take a slide on black ice, skidding un-controllably.

Black Ice

The most dangerous obstacle we can meet on these conditions is black ice; most drivers will not recognise it in time to avoid a bad skid and usually found on secondary roads. Road surfaces freeze when air temperatures drops. One of the places to watch for this condition is on bridges. Bridge surfaces are exposed to the wind underneath as on top and cool off faster than the rest of normal road surfaces. You should also watch out for black ice on roads with shaded areas where a cold wind can freeze a wet road surface. The best advice for driving in bad winter weather is not to drive at all if you can avoid it but alas we cannot cocoon ourselves so we have to brave the elements. So be prepared and know what to expect and what to and not to do is the answer.

You might ask the question what is Black Ice,

Black Ice is a nearly transparent ice that looks like a harmless puddle. Black ice forms when snow melts and refreezes on the surface of the road, most commonly on Bridges, underpasses or shaded areas. It is more dangerous than regular ice because it is hard to see. A major sign of black ice is the presence of dark patches during freezing conditions. If you drive through black ice you will find it impossible to break so remember to leave plenty of room between you and the vehicle in front, to give you time to react to unforeseen events. If you need to brake do so gently, harsh braking will send your vehicle into a spin. If your car does go into a skid, take your foot off the accelerator; turn your steering wheel in the direction of the skid, if circumstances permit. Although it feels wrong, this will help you get your car back on track. (NOTE ON THIS MANOUVRE:-provided circumstances permit and you have space to do so and you are not veering into the path of oncoming traffic)

Although, to a degree, the condition of the vehicle and the road surface may contribute to a skid, the main cause is, without any doubt, the driver, yes you the driver, using harsh acceleration, harsh or sudden braking or rough and choppy steering or driving at excessive speeds for the prevailing conditions. Remember your speed should be reduced considerably under these arctic conditions.

What is Skidding:

Skidding may be defined as the involuntary movement of a vehicle due to the grip of the tyres on the road becoming less than the force or forces acting on the vehicle. In other words a vehicle skids when one or more of the tyres looses normal grip on the road. Excessive speed for the existing road conditions is the basic cause. If you are moving off from a stationary position be very very gentle on the accelerator to avoid wheel spin, how many times have you seen vehicles trying to move off and the wheels spinning out of control and the car going nowhere only getting bogged down more. You the driver are to blame. Either lack of Observation or Training or Ignorance to proper Driving Skills are the problem.

Safety Devices Fitted to Vehicles

Most modern vehicles are now fitted with active safety devices, such as, Anti Lock Braking Systems (ABS) If you brake too hard, ABS prevents the wheels from locking up. Traction Control Systems (TCS) If you accelerate too harshly, traction control prevents the wheel from excessive spinning, and Electronic Stability Control (ESC) If you steer too sharply, electronic stability control can help prevent the resulting oversteer or understeer from developing into a skid. (understeer is the tendency of a vehicle to turn less, and oversteer is the tendency of a vehicle to turn more in response to a given turn of the steering wheel) These devices have made driving way safer but technology offers no miracles, they are not a replacement for proper driving skills.

What do I do if my vehicle is not fitted with these devices?

A vehicle can develop three types of skid. Rear wheel skid, front wheel skid and four wheel skid.

How to Correct a Rear Wheel Skid.

In a rear wheel skid you feel the back of the vehicle swing out on a corner or

bend. Remedy:-

• As soon as you feel the back of the car swing, remove the cause. Release

the accelerator or, de-clutch and release the accelerator.

• Steer in the direction of the skid until the rear of the vehicle stops sliding

and the tyres regain their grip.

• Gently steer the car back on course. (NOTE:- Do not overreact or the

vehicle may skid in the opposite direction, especially if it is a rear wheel

drive vehicle.)

• When it is safe to do so, gently apply power.

How to Correct a Front Wheel Skid

In a front wheel skid you feel the front of the vehicle carry straight on when you are expecting to steer left or right. Remedy:-

• As soon as you feel the vehicle starting to understeer, remove the cause

• Release the accelerator, or de-clutch and release the accelerator.

• The natural reaction is to continue to steer to try and regain the original

course, but if circumstances permit, steer in the direction of the skid to

allow the tyres to regain grip. Once this happens, steer the vehicle back on

course.

• Once back on course, apply power gently.

How to Correct a Four Wheel Skid.

Usually the result of excessive or sudden braking, causing all four wheels to lose grip on the road surface, you feel a lightness and complete loss of direction as the vehicle slides. Remedy:-

• Remove the cause by releasing the brakes.

• Release the accelerator or declutch and release the accelerator. This allows

the wheels to rotate and the tyres to regain their grip. At the same time

steer in the direction you want the vehicle to go.

• When it is safe to do so apply gentle power.

Basic Driving Tips for Driving on Poor Road Conditions

• Slow Down.

• Gentle on Accelerator

• Gentle on Brakes

• Gentle on Steering

• Anticipate and plan, adjust your driving to the existing road and weather

conditions.

• Leave plenty of room to manoeuvre.

• Leave maximum distance between you and the vehicle in front.

• Use low revs in slippery conditions. This will avoid wheel spin, especially

when moving off. You hear lot of talk and discussion as to what gear should

be used in on icy roads.

• Use a Higher Gear when travelling at low speeds in order to avoid wheel

spin.

• When travelling down a steep hill or on bends use a Lower Gear as it will

stabilise the vehicle.

• Do not use cruise control as it can cause your tyres to spin or skid.

• Never slam on your brakes, if you have to brake on ice, tap on your brakes

lightly in quick succession. (Often referred to as the Tap Dance Technique)

• Do not make any sudden movements, use your steering gently.

• Always wear your seat belt.

• Tyres in good condition and properly inflated.

• Carry a torch fully charged.

• Have High visibility jacket with you

• Always make sure your vehicle has more than enough fuel.

• Drive on dipped headlights.

• Carry your mobile phone in case of emergencies. (Only use when parked)

On a final note remember one thing regardless of the road or weather conditions, you the driver has the responsibility to drive and control your vehicle in such a manner that it does not contribute to a road traffic collision. You will receive no sympathy for being ignorant of the hazards pertaining to arctic driving conditions if you are a contributory factor in a road traffic collision. When you sit behind the wheel of a mechanically propelled vehicle – you take responsibility for your actions, you cannot blame the conditions of the road or the weather. So drive with restraint and observation.

Remember:-

GENTLE on the ABS:- ACELERATOR, BRAKES, STEERING and survive the winter.

Tipperary’s hope in All Ireland Talent Show

Michelle SkehanStung by the disappointment of last years All Ireland final in Croke Park, local girl Michelle Skehan, Holycross, is hoping to lift the hearts of fellow Tipperary fans by flying the blue and gold flag in yet another All Ireland final. The competition this time, RTE 1’s All Ireland Talent show. Michelle’s bid to bring home the title begins on Sunday 24th January at 6.30pm when she will represent the South of Ireland under the mentoring of Cork man John Creedon.

Well known locally, past pupil of Holycross NS and Presentation Convent Thurles, 25 year old Michelle, teacher at Scoil Angela Ursluine primary school and Moyne NS, has been involved with many local community and sports groups such as Holycross Folkgroup, Thurles Gospel singers, Holycross/Ballycahill camogie and Thurles Sarsfields ladies football team. From performing regularly in the Ship Bar, Cormackstown, singer/songwriter Michelle has gone on to perform on the big stage alongside many of the great names in the music business including Brendan Bowyer, Mary Black and Frances Black. ‘Performing my own songs on stage with Brendan Bowyer was a dream come true, I have thought about this day for so long.’

Determined to make a name for herself in the music industry, Michelle decided to take a career break from teaching this year to focus entirely on her songwrtiting and music with a view to recording her own material. To date, she has successfully reached the final of Tipp FM’s Premier Factor competition and has been a regular guest on Tipp FM, performing her own compositions live on air.

‘Winning the competition would be the ultimate boost I need.’ The top prize is a whopping 50,000 euro and Michelle is certain that the money would send her well on her way towards achieving her musical dreams ‘My supreme goal is to create my own studio at home with recording equipment and software. If I had anything left over then I could put new strings on my guitars, banjo, and mandolin, and get my piano tuned.’

Michelle is hoping to impress the judges and the public with her own version of a well-known folk song. She will need as many public votes as possible to keep her in the competition ‘I will do my very best, for my parish, town, county, the south and all music lovers across the country and hopefully I will make it through. I don’t want to leave the studio feeling as I did leaving Croker in September. Our Tipp heroes played their hearts out on the day and were winners in all our eyes.’ This time the people of Tipp can choose their own destiny so please tune in and vote for Michelle on the All Ireland Talent show, Sunday 24th January, @ 6.30pm on RTE1.
